Rebase the vLLM cycle branch onto upstream integration/karmic-kraken-beta and the B12X integration fork onto the corresponding upstream beta branch.

Functional audit: PR800 remains fork-carried, PR779 is a partial Qwen4Exp port, and the 11 B12X fork commits retain PLE checkpoint exports and collective barriers. Upstream B12X beta now supplies release_many and portable winner artifacts, so redundant prerequisite cherry-picks were dropped.
Verification: 55 script tests and 4 reproducibility tests pass; generated ledger check passes. Qwen CPU checks: 10 pass, 2 GPU skips. Startup checks against the final B12X pair: 33 pass; 3 accelerator/CUTLASS-dependent cases excluded. No GPU model boot or image build claimed.
