Bumps third_party/Megatron-LM to bd7edad76, which broadens [tool.setuptools.packages.find] to `megatron*` with namespaces=true so megatron.training/legacy/rl import without a PYTHONPATH override, while keeping miles_megatron_plugins packaged by megatron-core (per upstream radixark/Megatron-LM PR #49). The plugins no longer live at the miles repo top level; the miles-rl wheel bundles them straight from this submodule.
