A boolean drawing parameter should be added to control if racks are labeled with their names in room diagrams.

feat(draw): add room racks_labels option

This commit introduces room racks_labels boolean drawing parameter to
control if racks are labeled with their names in rooms graphical
representations. It is enabled by default.
