refactor(dispatch): return crew routing to agent judgment with advisory capacity

Convergence step 1 of the pure-upstream reconciliation: remove the start-path blockers so crew dispatch is an agent-owned natural-language routing decision again, with exactly one launch-and-identity preflight after selection.

What was blocking the start path

The new contract

Capacity may separate otherwise comparable candidates, but headroom, runway, pace, an unmeasurable window, or a missing reading never refuses a dispatch or downgrades the captain's strongest-reasoning class. Work stops only when the selected capability actually fails, or when every remaining fallback would cross an identity boundary - another account, credential surface, or home.

Preserved deliberately

bin/fm-spawn.sh is untouched, so its fail-closed launch validation, the worktree-isolation assertion, and secondmate home identity all stand. Malformed dispatch configuration still surfaces as an actionable CREW_DISPATCH error. Identity is still never inferred from a harness, model, or source name, and the harness=pi / model=xai/grok-* adapter split survives. Herdr lifecycle behavior is untouched - a separate task owns it.

The select: "quota-balanced" key stays in the config schema for backward compatibility with existing local files, now documented as marking an array capacity-informed rather than as authority to refuse a dispatch.

Verification

bin/fm-lint.sh clean, bin/fm-doc-audience-check.sh ok (61 surfaces, 184 local links), and all 21 tests/fm-bootstrap.test.sh assertions pass. The bootstrap tests that asserted the old blocking contract were inverted rather than deleted: test_quota_axi_is_never_a_start_path_blocker now pins the new guarantee through the executable interface, covering absent, old, and unparseable capacity tools.
