Our pre-checkin.yml seemed targeted at PRs coming from branches in the same repository, and doing a fork -> PR resulted in build failures. Try to address that. Additionally, we don't expect musl-embedded to share the cpullvm precheckin anymore, so we can strip out that code too to make this change simpler. Signed-off-by: Jonathon Penix <jpenix@quicinc.com>
Broadly, I don't think we want any of these right now or, in the case of CODEOWNERS, we probably want something like that eventually, but we don't have specific POCs dedicated right now or expect significant contributions. I'm not sure why these had Windows line endings in the first place, but I'm reformatting these to keep this consistent with the rest of LLVM/our other projects and hopefully prevent any surprises when looking at git diff output (which highlights the Windows line endings apparently).
