libtiff 4.4.0 includes https://gitlab.com/libtiff/libtiff/-/merge_requests/243. This means that #197, and part of #236, can be reverted - libtiff no longer has to be pinned to an earlier version on macOS.
Without python-pillow/Pillow#6339, this PR will fail on the non-latest jobs until Pillow 9.2.0.
