giflib 5.2.2 has a build time dependency on ImageMagick. You can see the error at https://github.com/radarhere/Pillow/actions/runs/12580398097/job/35062226572#step:5:5261
I reported this at https://sourceforge.net/p/giflib/feature-requests/10, and it should be fixed in the next version of giflib, but for now, this just installs ImageMagick on Linux.
