Python 3.10 blockers

This issue will serve to track what blockers there are to bump to 3.10 if we want to.

Probably worth waiting for 3.10.1

No wheels:

• hiredis-py Add ci and release github actions for easier maintenance redis/hiredis-py#120
• rapidfuzz [Feature Request] rapidfuzz wheel for python 3.10 rapidfuzz/RapidFuzz#141
  • Currently blocked by numpy wheels BUG: Failed building wheel for numpy in Python 3.10 numpy/numpy#20039
• pycares @Akarys42 DMed the author to make a new release, their ci is all ready, just needs a release made https://github.com/saghul/pycares
  • Also raised Use stable 3.10, rather than dev saghul/pycares#164 to update their test CI
• psutil No wheels for python 3.10 on PyPI giampaolo/psutil#2028

Need to bump version of regex for 3.10 wheels

Versions with 3.10 wheels:

• rapidfuzz 1.8.0
• pycares 4.1.2
• psutil 5.9.0

With the release of https://github.com/SebastiaanZ/async-rediscache/releases/tag/v1.0.0-rc1 there are no longer any blockers to using Python 3.10.

We can go ahead and make a start on 3.10 using this release candidate and bump up to the production version when it is made before merging.
