Discovery with a generic spec fails to find specific python

virtualenv.discovery.builtin.get_interpreter('3') fails to find e.g. /usr/bin/python3.12.

Environment

All environments: Windows, Linux, macOS.

Tested with virtualenv master, currently after 20.25.3
