docs: record the 2026-08-12 upstream batch and advance the cursor

Records the seventh upstream batch and moves reviewed-through from 2db08457f to c196f422e, the current upstream head.

This is a correction. PRs #5 (#6209 composer resize) and #6 (#5654 Open VSX theme search) were built, verified, and merged without ledger entries, so the cursor sat behind work that was already adopted. A later review would have re-proposed both as new candidates. The entry says so plainly, and notes that the ledger update belongs in the integration PR rather than trailing it.

Also recorded:

• the Pylon-first resolution in BranchToolbar.tsx (Pylon keeps the branch selector in the left run; only upstream's animation machinery was taken), so a future merge does not quietly undo it
• PR fix(web): seat the out-of-capacity tab on the composer's straight edge #7's handoff-tab fix, including the browser measurements that confirmed it
• a tooling warning: grep here can be a shell function that silently returns empty for some file queries, which makes negative search results unsafe unless run through /usr/bin/grep
