It is ok to drop 3.0, but I would postpone Ruby 3.1 to after the EOL it would be better for me, unless there is a major reason like removing patches, or massive performance improvements (does not appear to be one)

release date: 2021-12-25
normal maintenance until: 2024-04-01
EOL: 2025-03-31 (expected)

I've changed the minimum Ruby version to version 3.1.
