Per-user language selection

Hello!

I know there is already an open issue about allowing each user to select their own language instead of setting it server-wide (#2518). I just wanted to remind you about this because it’s really important. In my project, some users don’t know English well, while others only know English, which causes significant difficulties. It would be great if the language could be chosen right on the login page and be tied to the user account. Also, admins should be able to forcibly change the language.

I’m not familiar with PHP, React, or whatever Pterodactyl is built on... I’m a Python developer, so the technical implementation is your task and idea. By the way, I have already translated Pterodactyl into Russian and submitted a pull request (#5362). Soon, I plan to add a Ukrainian translation as well
