Allow to retry tasks

Something may go wrong and would require the human interaction on the server. For example, CreateNetworkTask may fail, as there is already a network with the same name. Currently, the platform will stuck in an errored state. We need to add the "retry all" button to the task group to allow re-run once the issue has been fixed.
