Miscellaneous formatting fixes and small edits

While having a read of our policies, I realised there were various edits needed so I am adding:

• Miscellaneous formatting fixes and small edits -> links were not being appropriately rendered, some links text was not descriptive enough (e.g. link)
• Update Tania's email -> use my Python.org email instead
• Fix headings order -> there should only be one H1 level heading (especially helpful for those using assistive tech)
• Add Transparency report guidelines to index -> This was merged back in May, but for whatever reason, it was not added to the config file, so it was not being rendered
