Use SOFTWARE_UDPATE_IGNORED error iso UNSUPPORTED_EXCHANGE_VERSION

A wrong error code was used to signal an invalid OTA image header.
The error code was further unused and can be removed - in line with #25888

An existing device level error code was used instead.
