[Andriod] Remove extra sub-interface layer from DeviceAttestationDele…

…gate interface (#24771)

* Remove DeviceAttestationCompletionCallback and DeviceAttestationFailureCallback sub-interfaces from DeviceAttestationDelegate

* Address review comments

* Move DeviceController init from onCreateView() to onCreate()
