Add automated test for TC-ACE-1.3 in python (#24101)

* Add automated test for TC-ACE-1.3 in python This test requires python as it requires the allocation of three controllers on one fabric with CAT tags. This cannot be specified in the yaml. * Use EP0 only * Restyled by autopep8 * Base code name changes Why use less words when more do? * Restyled by autopep8 * Restyled by isort Co-authored-by: Restyled.io <[email protected]>
