[docs] Added a factory data configuration guide for nRF Connect platf…

…orm (#20037)

After creating a factory data script, a whole process
should be documented as a guide. This commit provides
a guide describing how to generate factory data set
for the nRFconnect platform, create a factory data
partition and flash it to the device's persistent storage.
