telegramdesktop/tdesktop@ff53404 adds caption_length_max which is required for changes from telegramdesktop/tdesktop@c5d20a2.

Pushed not-working-code (it doesn't compiles) to https://github.com/foxcpp/kepka/tree/issue-188. But first we need to get layer 82 into kepka.
