- Python 3.10 -> 3.12
- black to ruff for formatting code (black is still used to format the generated code)
- pytest-cov to coverage.py so we can use newer versions of pytest
- Bump black and ruff versions
pytest-cov forces an old version of pytest. Coverage allows newer versions.
