[docs] Fix 0.287 release notes

Description

Builds on #22647 to include a comment from @tdcmeehan that wasn't included in that PR. This recreates the work in that comment, which sorts the General Changes in the sequence of types described in the Order of changes in the Release Notes Guidelines.

Local docs build, verified changes were consistent and the docs built cleanly.
