chore: clean configs

Couple things:

• Few changes to the oxlint config:
  • Renames it to the default (.oxlintrc.json), allowing for other tools like editor plugins to pick it up automatically
  • Sets $schema property so we get some typing in editors that support it
  • Moves old .eslintignore settings into oxlint config
• Drops old sizereport.config.js file, which I think is long unused?
