We added this forked declaration file to support TS v5.0 & older back in #4548 as v5.1 gave us access to some really nice improvements but we wanted to avoid mandating users bump unrelated deps. For v11, however, I think it's reasonable to up the minimum TS version to 5.1 (released just over 2 years ago now) so we're not carrying this forward another N years.
