Give firstmate a memory of agy model quota, so a dispatch rule about quota can be obeyed BEFORE the dispatch rather than discovered by making it.

Known Limitations

A reading older than its own reset window returns "unknown" rather than a distinct "window-has-reset" result. This is safe—"unknown" means no constraint, so a healthy model is never stranded at the bottom of the ladder, fulfilling the primary requirement. However, it conflates "never seen this model" with "seen it and its window has since refilled." A future caller that needs to differentiate between these two states will need to distinguish them.

A wedged family-run step was occupying the runner until the 75-minute
job cap; bound that step so cleanup and timing artifacts still upload.
Extracts model, quota, and reset time from agy pane footer and stores
it persistently in state/ so dispatch rules can read it.
Fails open on ambiguous reads and resets on staleness.

The prose-blocker guard still refused ordinary English such as the vision
step's blocks produce, because bare blocks matched anywhere.
It now requires an issue reference, since without one there is no edge for
the frontier query to miss.
Genuine blocks #12 prose is still refused, with the match and line printed.
