Bug description

After changing the renderer to a different one (let's say from Direct3D to Vulkan, though not just limited with that), refusing to restart and then changing it back still re-starts the game after ALT+F4 or normal exit.

@ppy/team-client exiting after refusing to restart should probably just not restart in any case
