Remove references to Microsoft telemetry servers

Remove telemetry configuration references to *.data.microsoft.com. Positron will eventually have its own telemetry services.

Could we also remove the Telemetry section in the Application settings, since they don't point anywhere and might cause confusion about whether Positron is emitting telemetry data
