This PR adds pulling the
submitted_md5column to the SSFs generated bycreate_ssf_from_ena_project.pyThis is the first step to downloading uploaded BAMs when FastQs are not available.
Additionally, the BAM files will now be added to the recipe TSV when no FastQ is available.
