launcher: Can't open new app window if too many windows are open #1001

(1) Issue/Bug Description: If seven or more windows of an application are open, then the launcher does not provide a way to open a new window.

(2) Steps to reproduce (if you know): Open seven windows of an app, like Terminal, then open the launcher and search for terminal:

(3) Expected behavior: Either the .desktop file should always be displayed (if only as the last result), or a keyboard shortcut should exist to launch a new window of an open application (GNOME's Activities/Applications menu uses Ctrl+Enter for this.)

(4) Distribution (run cat /etc/os-release): Pop!_OS 21.04

(5) Gnome Shell version: 3.38.4

(6) Pop Shell version (run apt policy pop-shell or provide the latest commit if building locally): df8b27b

(7) Where was Pop Shell installed from: Pop!_OS PPA

(8) Monitor Setup (2 x 1080p, 4K, Primary(Horizontal), Secondary(Vertical), etc): 1x 1080p

(9) Other Installed/Enabled Extensions: COSMIC defaults only.

(10) Other Notes: N/A
