Since the 5.8 version, during the user creation or user modification process, PluXml check if the email address already exist. This process does not take in board that some accouts have the delete="1" attribute. The result is that we can't add or modify a user email address if a deleted one has the same email address.

=> change the creation and modification process to ignore deleted accounts (attribute delete="1").
