Changes
The first migration step for #5029.
Adds
scroll_thresholdtogoal. Also adds a new unique index to require uniqueness across the pair of page path and scroll threshold.Dropping the old index will be done in step 3 (after the schema changes have been deployed), since the current code is depending on it.
