test(server): consolidate agent activity opt-in coverage - #9988

Eligibility
This is a contained test consolidation and wrapper removal: runtime callers now use the same existing literal-"true" predicate directly, while coverage moves to that canonical helper. No product defaults, production workflows, schemas, or static-analysis settings are changed.
