refactor(client-runtime): remove unused connection phase message - #9972

Eligibility
This is a small, self-contained dead-code removal: an unused connection-message helper, its exclusive test, and a type-only import are deleted. No existing runtime path, product default, schema, deployment, or static-analysis configuration is changed.
