test(client-runtime): keep scoped key implementation private - #9955

Eligibility
This narrowly makes an implementation helper private and removes its direct test, while preserving the exported wrappers and their behavior. The private package has no remaining internal callers of the helper, so the change has minimal runtime and compatibility risk.
