This PR introduces a shared ACK-aware buffer budget across existing thread and shell WebSocket paths, with new default limits and disconnect/replay recovery behavior when slow clients overflow. It also adds a static-analysis diagnostic suppression, so the runtime and tooling changes warrant human review.
