UI Consistency: no findings

No UI consistency violations in the changed lines. The profile link is added as an optional profileUrl prop on the shared PullRequestActorLabel (composed with the existing Tooltip primitive and cn) rather than a duplicated one-off control, and no global or inline CSS was introduced. The earlier duplication finding on PullRequestDetailPanel.tsx no longer applies.
