fix(web): keep the selected environment when changing projects - #9102

Eligibility
This is a small, self-contained project-selection bug fix with targeted regression coverage. Runtime impact is limited to preserving the selected environment in existing composer and command-palette flows, with the prior fallback behavior retained when no matching project exists.
