fix(claude): isolate thread title generation - #8907

Eligibility
This changes the default Claude thread-title execution path by removing tools and moving execution outside the project checkout, directly affecting filesystem and prompt-injection boundaries. Although the diff is small and tested, the security-sensitive runtime change warrants human review.
