Propagate Claude discovery failures.

When .claude/skills cannot be read, discoverClaudeSkills converts the error to an empty list. This new loader then resolves successfully, so callers cannot distinguish an unavailable workspace catalog from a workspace with no skills.

Propagate root discovery errors from discoverClaudeSkills and map them here to ProviderWorkspaceSkillsError. Continue to ignore only expected missing-root cases. This preserves the required unavailable state for Claude discovery.

Claude skill-loading flow around discoverClaudeSkills to preserve and propagate
root discovery failures instead of resolving them as an empty skill list. Map
non-missing-root discovery errors to ProviderWorkspaceSkillsError, while
continuing to ignore only expected missing-root cases.

Valid finding, but addressing it here would materially expand the scope: discoverClaudeSkills is shared with provider snapshot checks, so changing its error channel also requires coordinating snapshot fallback behavior and additional coverage. This PR stays focused on resolving the correct workspace and loading its skill catalog. Propagating non-missing Claude skill-root discovery failures will be handled separately and is now documented under Deliberately out of scope in the PR description.

@mrsOwlex, understood. The finding remains valid, but the required error-channel change affects shared snapshot behavior and needs separate coverage.

This PR can remain focused on workspace resolution and workspace catalog loading. Would you like me to create a follow-up GitHub issue for propagating non-missing Claude skill-root discovery failures?

Learning: In `apps/server/src/provider/Drivers/ClaudeSkills.ts`, `discoverClaudeSkills` is shared by workspace skill loading and Claude provider snapshot checks. Changing its discovery-error behavior requires coordinated snapshot fallback behavior and focused coverage. The workspace catalog error-propagation work is deliberately out of scope for pull request `#8756`.
