Eligibility
This PR changes production DPoP authentication handling across the shared verifier, relay, server HTTP/WebSocket boundaries, wire contracts, and client messaging. Although the change is additive and focused on clearer clock-skew diagnostics, authentication-sensitive changes require human review.
