fix(web): detect outdated nightly servers - #8124

Eligibility
This is a focused two-file fix that restores detection of outdated nightly servers while preserving existing stable/nightly behavior. Its limited UI effect uses the existing update notice flow, with targeted regression tests and no schema, server-contract, security, or deployment changes.
