feat(lint): ban native title tooltips and migrate to styled Tooltip - #7209

💭 This PR is focused on oxlint rule and tooltip refactoring with no changes to the Effect service itself. The new rule uses defineRule from the oxlint plugins package, and tests import from the Effect vitest library. Since the oxlint-plugin-t3code directory falls outside the included scope patterns anyway, there's nothing to flag here.
