This PR restructures Windows packaging from loose files to a server.asar sidecar architecture and introduces lazy runtime extraction for WSL users. With ~1800 additions including a new DesktopWslServerTree service, new build/validation logic, new dependencies, and production deployment topology changes, this significant architectural change warrants human review.
