Eligibility
Self-contained UI display fix that changes when the fast mode bolt icon appears in the TraitsPicker component. The change refactors internal logic to compute the display flag from descriptors rather than passing it externally, and adds support for Codex's "Fast" service tier. Low risk, well-tested, authored by the primary maintainer of this code.
