The only change in this PR adds an import of COLLAPSED_SIDEBAR_TITLEBAR_INSET_CLASS and applies it as a conditional CSS class in apps/web/src/components/RightPanelTabs.tsx. This does not create, move, refactor, or consume an Effect service, so no Effect service conventions apply.
