fix(desktop): settings saves no longer fail while a scanner holds the file - #30351
Windows refuses to rename over a file that another process holds open without delete sharing. A virus scanner or the search indexer briefly does this to a file that was just written. #21062 fixed this for the server: writeFileStringAtomically now retries a locked rename for about two seconds, which covers server settings and keybinding saves.
The desktop app doesn't use that writer. Its three settings and catalog writers, whose failures reach the user, each rename their temp file once and give up:
DesktopAppSettings writes desktop-settings.json, which is saved after a window move or resize, among other changes.
DesktopClientSettings writes client-settings.json, which is rewritten on every change in Settings. The setClientSettings IPC call returns the failure to the renderer.
DesktopConnectionCatalogStore writes the saved-connection catalog.
So on Windows, a scan that overlaps one of these saves fails it with replace-settings-file or replace-catalog-file. That is the failure #21062 removed on the server.
Change
The Windows retry from #21062 moves out of writeFileStringAtomically into renameIntoPlace(tempPath, targetPath) in packages/shared/src/atomicWrite.ts. writeFileStringAtomically and the three desktop writers all call it, so the retry rule lives in one place. Its behaviour is unchanged:
It retries only on win32, and only for EBUSY, EPERM and EACCES.
It waits at most about two seconds.
It does not retry over a read-only target.
It gives up if another save changes the target while it waits.
Off Windows it is the same single rename as before. Each desktop writer keeps its own temp file name and error type.
Scope and approval
This is a very small, focused fix for an obvious bug, so it has no prior issue. It is the defect #21062 fixed ("Windows saves no longer fail while a scanner holds the file"), still present in the desktop app's own copies of the same temp-then-rename save. It changes no setting, contract or error shape.
The behaviour change is that a locked rename on Windows now waits instead of failing. It carries the trade-off the server already accepted in #21062: a lasting EPERM or EACCES on a writable target, such as an access-control denial, now fails after about two seconds instead of at once, and window-bounds saves queue behind it meanwhile.
Other desktop temp-then-rename writers (shell environment cache, CLI shim, snapshots) only log a warning when they fail, so they stay as they are.
Overlap: #29635 has since merged. It wraps the same two settings writers' write and rename so a failed save removes its temp file, and this branch is rebased onto it: the rename inside that cleanup now goes through renameIntoPlace. #29635's two cleanup tests fail the rename by putting a directory at the target, which on Windows is EPERM, so the retry would wait it out on the test clock; they now pin a non-Windows platform, since they test the cleanup and not the retry. #23488 (open) moves an unreadable catalog aside in DesktopConnectionCatalogStore and adds no retry; it overlaps only textually.
Verification
apps/desktop/src/settings/DesktopClientSettings.test.ts gets one new case. It writes an existing client-settings.json, then saves new client settings over it on win32 through a file system whose first rename fails with EBUSY. Once that rename fires, it advances the test clock by one retry delay and asserts that the saved file holds the new settings. It is the only test that covers a locked rename that later succeeds; #21062's test covers a newer save winning while the lock is held.
On main with only the test commit (cd5709b), from apps/desktop, vp test run src/settings/DesktopClientSettings.test.ts -t "scanner":
× saves on Windows once a scanner lets go of the settings file
DesktopClientSettingsWriteError: Desktop client settings write failed during replace-settings-file at …\userdata\client-settings.json.
[cause]: Error: EBUSY, rename
While working on this I ran the same case against DesktopAppSettings and DesktopConnectionCatalogStore. On main they failed the same way, with replace-settings-file and replace-catalog-file. I left those two cases out because AGENTS.md says not to repeat one case at each call site, and all three writers now make the same one call.
With the fix:
vp test run src/settings/DesktopClientSettings.test.ts -t "scanner" (from apps/desktop): passes.
vp run check:changed: format, lint, knip and typecheck (34 packages) pass.
check:changed's test step fails three symlink tests on my Windows machine, and they fail the same way on an untouched main checkout there. All three compare a link target read back with Windows separators against a / path, for example expected '..\config\settings.json' to equal '../config/settings.json':
"saves through a symlinked settings file without replacing the link" (DesktopAppSettings.test.ts)
"saves through a symlinked client settings file without replacing the link" (DesktopClientSettings.test.ts)
"resolves a relative link through a symlinked parent directory" (atomicWrite.test.ts)
What I could not check:
A real scanner lock on a live desktop build. The test fails the rename with EBUSY at the file-system boundary.
The suites on Linux or macOS, where renameIntoPlace is a single rename. CI runs them.
Bug: desktop settings saves fail on Windows while a scanner holds the file

Macroscope's review found this PR approvable — Desktop settings and connection-catalog saves now reuse bounded Windows retries for transient file locks. Existing data formats and non-Windows behavior remain unchanged, with safeguards against retrying over a changed target.

The shared atomic-write module now exports renameIntoPlace for platform-aware file replacement. Desktop catalog and settings writers use the helper. A client-settings test covers retrying a Windows rename after an EBUSY error.
The module exports renameIntoPlace with bounded retries for specified Windows lock errors. writeFileStringAtomically delegates its temporary-file rename to the helper.
Use the helper in desktop writers apps/desktop/src/app/DesktopConnectionCatalogStore.ts, apps/desktop/src/settings/DesktopAppSettings.ts, apps/desktop/src/settings/DesktopAppSettings.test.ts, apps/desktop/src/settings/DesktopClientSettings.ts, apps/desktop/src/settings/DesktopClientSettings.test.ts
The catalog and settings writers use renameIntoPlace. Tests cover a client-settings save after an initial Windows EBUSY error and explicitly select Linux for replacement-failure checks.
pingdotgg/t3code#24310: This PR added Windows rename retries to writeFileStringAtomically; the current PR extracts that retry logic and applies it to additional desktop writers.

Explanation
The title names the main change: settings saves on desktop no longer fail on Windows while a scanner holds the file. The changeset moves the Windows locked-rename retry into shared renameIntoPlace and applies it to the desktop settings and catalog writers, which matches the title. The title is a conventional commit with a plain-language summary, so it does not need a fix.

…cked
Saves client settings on win32 with a rename that fails once with EBUSY,
the way it does while a virus scanner or the search indexer holds the
file, then lets one retry delay pass. The save should land. It fails
here with replace-settings-file, because the desktop writer renames once
and gives up.
… file
Windows refuses to rename over a file another process holds open without
delete sharing, such as a virus scanner or the search indexer. pingdotgg#21062
made the shared atomic writer wait that out with a bounded retry, which
covers the server's settings and keybinding saves. The desktop app keeps
three writers of its own: desktop-settings.json (rewritten after every
window move or resize), client-settings.json (every change in Settings)
and the connection catalog. Each one renamed its temp file once, so a
brief scan failed the save with replace-settings-file or
replace-catalog-file.
The retry now lives in renameIntoPlace in atomicWrite.ts, and
writeFileStringAtomically and the three desktop writers all call it. The
retry behaves as before: only on win32, only for EBUSY, EPERM and EACCES,
about two seconds at most, and it stops once another save changes the
target. Off Windows it is a single rename, as before.
The two temp-file cleanup tests from pingdotgg#29635 fail the rename by putting a
directory at the target. On Windows that is EPERM, which the retry would
now wait out on the test clock, so they pin a non-Windows platform.

replace-settings-fileorreplace-catalog-file. That is the failure #21062 removed on the server.Change
