fix(web): the new-thread project picker follows the manual project order - #29846
If you set the sidebar's project sort to Manual and drag projects into your own order, the project picker on the new-thread screen ignores that order. It lists projects in the order the app happened to load them. The sidebar and the command palette's project list both follow your manual order, so the same projects show up in a different order depending on where you pick one.
To reproduce: have three projects, set Settings → sidebar project sort to Manual, drag them into a new order, start a new thread, then open the project name menu in the heading.
Change
DraftHeroHeadline built its project list on its own, without the step that applies the saved manual order (orderItemsByPreferredIds over projectOrder). sortLogicalProjectsForSidebar leaves the list as it is for manual, so the picker got load order. #4312 added the manual-order step to the command palette, but the draft hero never got it.
The picker now uses the palette's existing useSortedProjectGroups hook, which reads the same projects, threads, grouping settings and environment labels, plus the manual order. The non-manual sort orders give the same result as before. The draft's own project still comes first, and pinned projects still sort to the top.
Scope and approval
This is a very small, focused fix for an obvious bug, so there's no prior issue. One component drops a sort step that its sibling pickers already apply. The fix removes the copied pipeline and reuses the existing hook (+2/−15 lines in one file).
Overlap search: I checked the local PR index and GitHub searches for picker/manual project order and DraftHeroHeadline. Open #17947 touches DraftHeroHeadline for connected-copy targeting, not ordering. #24999 is about naming, not order. I found no duplicate.
Verification
New browser test apps/web/src/components/chat/DraftHeroHeadline.browser.test.tsx. It renders a /draft route with three projects, Manual sort, and order [beta, render, alpha], opens the picker, and checks the option order. test/fakeEnvironment.ts takes optional extra projects. The test has its own file because the fake environment's shell state carries over between tests in one browser file.
Red on main: expected [ 'RRrender', 'AAalpha', 'BAbeta', 'Add project' ] to equal render, beta, alpha, Add project.
Green: vp test run src/components/chat/DraftHeroHeadline.browser.test.tsx src/components/ChatView.browser.test.tsx passes 2/2. Reran the new test after rebasing onto current main: 1/1.
vp run check:changed: format, lint, knip, typecheck (2 packages), tests and react compiler all pass.
Not checked: no screenshots. The change only affects list order, and the browser test asserts that order directly. Mobile has no manual project sort, so it isn't affected.

Macroscope's review found this PR approvable — The new-thread project picker now honors the saved manual project order through the shared sorting hook. This is a limited presentation change that preserves existing settings and project selection behavior.

The draft project picker now uses sorted project groups. A browser test checks that the draft’s project appears first, followed by other projects in sidebar order and then “Add project.”

Summary
Use sorted project groups apps/web/src/components/chat/DraftHeroHeadline.tsx
DraftHeroHeadline gets project groups from useSortedProjectGroups instead of building and sorting project snapshots using visible threads and the configured sidebar sort order.
Test picker project order apps/web/test/fakeEnvironment.ts, apps/web/src/components/chat/DraftHeroHeadline.browser.test.tsx
The fake environment supports extra projects. The browser test checks the draft project first, the remaining projects in sidebar order, and “Add project” last.
No merge-blocking risk was established. The new test should still follow the required browser-assertion convention.

Explanation
The title names the main change: the new-thread project picker now follows the manual project order. It matches the raw summary, which shows DraftHeroHeadline switching to useSortedProjectGroups, and the objectives, which describe the same fix. The title is short, uses the conventional commit form, and avoids vague terms.
Full details: Description check
Explanation
The description follows the repository template. It has Problem, Change, Scope and approval, and Verification sections. The problem, reproduction steps, and the code-level cause are clear. The change explains reuse of the existing hook and states that non-manual sort orders are unchanged. Scope explains why no prior issue exists and gives an overlap search. Verification gives the browser test, the red-then-green result, the check:changed run, and the items not checked (screenshots). The author states the UI change is list order only and that screenshots were not taken, which is a template gap but a minor one for a list-order fix. The description is mostly complete.

ran vp i and a background vp run dev on github/main (61c3794c32), then on the exact pr head, one server at a time. drove the real web client with repo playwright and /usr/bin/google-chrome on linux. added alpha, beta, and gamma through the app, pointing at real local git repos. reused that isolated app-created state between versions. no mocks or injected project order.
on the pr head, project search filtered to beta, pin/unpin changed its position, choosing gamma and then beta changed the draft target, and changing a nonempty draft to alpha preserved its text. a real codex gpt-6.1-sol turn submitted from the picker-selected beta project completed and ran:
main also completed a real codex turn in gamma. inspected the screenshots and the 17-second interaction recording; uploaded video playback and seeking work in chrome. existing github ci checks are green. no source changes or pushes.

the reported custom manual-order scenario could not be reproduced through the current app on either main or this head. settings exposes Manual, but neither version has a production caller of reorderProjects; the sidebar's drag handlers reorder threads, and project folder headers do not expose project dragging. projectOrder stays empty in a fresh client. the original reproduction therefore stops before a custom order can be saved. the matching picker captures above show only the default case and do not prove the fix.
a previously saved custom order, or a restored project-reordering ui, is needed to complete this verification without injecting state. restoring that separate missing control would expand this picker-only change, so i left the source unchanged. no regression introduced by this pr was established.
electron, native ios/android, multi-environment grouping, remote/relay/tunnel connections, and providers other than codex were not exercised on this linux vm.
Thanks, that's a useful finding. You're right that nothing on current main writes a custom order. #21039 ("boring sidebar", 2026-10-28) removed the last reorderProjects(...) caller with the project drag-and-drop from bb49ebf. A saved order still matters, though. uiStateStore keeps loading projectOrder from persisted state, including the legacy projectOrderCwds migration. On main, the sidebar groups, the command palette lookups, the default new-thread project and the new-thread shortcut all follow it. Only the picker in this PR ignored it. So the affected users are people who dragged projects into a manual order before #21039 and still have it saved. A fresh client can't produce that state, which matches what you saw.
The authentic way to reproduce it, without injected state, is the one you used for #29828. Drag projects into a custom order in a build from before 4e4d4ba, then open main and this head in the same browser profile. main's picker should show the default order while the sidebar shows the saved one, and this head should match the sidebar.
Separately, maintainers may want to decide whether "Manual" should stay in Settings now that nothing can set a manual order. That's out of scope here.

Problem
If you set the sidebar's project sort to Manual and drag projects into your own order, the project picker on the new-thread screen ignores that order. It lists projects in the order the app happened to load them. To reproduce: have three projects, set Settings → sidebar project sort to Manual, drag them into a new order, start a new thread, then open the project name menu in the heading.
