Add a deadline to the GitHub stars request.

The request has no signal, so a connection that stays open with no response holds the top-level await in MARKETING_STATS until the runtime's fetch timeout ends it. The catch fallback runs only after that rejection. Node's global fetch uses undici, whose default headersTimeout and bodyTimeout are each 300 seconds. A stall therefore delays the build or dev startup by up to about five minutes per phase, not indefinitely. A request-level deadline, created at call time, bounds the whole request, including the body read in response.json(), and shortens that wait.

Review comment at @apps/marketing/src/lib/site.ts around lines 13 - 15:
Add a request-level deadline to the GitHub stars fetch in the MARKETING_STATS
flow in site.ts by passing a timeout signal created when the request starts.
Ensure the deadline also bounds the response body read, while preserving the
existing headers and catch fallback.

Minor · Functional Correctness · Quick win

Fail builds independently of NODE_ENV.

If a build runs with NODE_ENV=staging, Astro preserves that value and Vite sets import.meta.env.PROD to false. A failed fetch then produces a deployable site with ? instead of failing the build. Use an explicit build-versus-dev flag for this decision. (raw.githubusercontent.com)

Based on learnings: “check explicitly for the development value” and default to production-safe behavior otherwise.

Review comment at @apps/marketing/src/lib/site.ts at line 21:
Update the GitHub stars fetch-failure handling to allow the fallback only when
the build mode is explicitly development; throw for every other mode, including
staging. Replace the import.meta.env.PROD check with a mode check that defaults
to production-safe behavior.
