fix(server): Claude artifact watchers no longer keep a thread working - #29331
When Claude publishes an Artifact, Claude Code arms a session-long live-updates watcher (task_started with task_type: "monitor_ws", ambient: true). The Claude adapter only knows local_bash as non-subagent work, so it projected the watcher as a subagent that never finishes. The thread stays in Working after the turn ends, until the session is interrupted.
Change
The adapter records the task id of an ambient monitor_ws task_started and drops that task's frames (start, progress, updates, notification) before routing. It is neither a subagent nor Waiting work. Ambient subagents (e.g. the /goal review case from #16598) are untouched, because the check requires monitor_ws. Comments on the artifact still reach Claude as a normal wake turn, which the adapter already handles.
Scope and approval
Fixes#13978 (triaged bug). One focused change in ClaudeAdapterV2.ts plus one test.
#17320 targets the same bug, but it has been conflicting with main since Oct 26 and is a larger change. This is the minimal version.
Verification
New test does not keep the thread busy for Claude's ambient artifact watch: fails on main (watch becomes a running subagent), passes with the fix.
ClaudeAdapterV2.test.ts: 289/289 pass on the merge with current main. Server typecheck is clean.
Checked against real provider logs: the watcher's frames (background_tasks_changed, task_started, task_updated killed, task_notification stopped) match the shape the test uses.
Not checked: a live end-to-end run in a client.
The branch is based on 611132c. It merges into current main with no conflicts, and the merged tree is identical to the one tested above.
Claude Code arms a session-long live-updates watcher when an artifact is
published. It arrives as an ambient monitor_ws task, which the adapter
treated as a subagent that never ends, so the thread stayed in Working.
Drop that task's frames before routing. Ambient subagents are unchanged.

Macroscope's review found this PR approvable — Claude’s ambient artifact socket watchers are excluded from thread-work tracking, so they no longer keep threads appearing active. The filter targets explicitly marked monitor_ws tasks while preserving ordinary task and subagent routing.

Walkthrough
ClaudeAdapterV2 identifies ambient monitor_ws task starts, records their task IDs, and skips their messages during routing. A regression test checks that these tasks do not emit subagent events or count as pending background work.

Explanation
Issue #13978 requires artifact monitor_ws watchers to avoid appearing as working agents and avoid increasing the working-agent count. The adapter records ambient monitor_ws task IDs and drops their task frames before routing. The added test covers the watcher lifecycle and verifies no pending background work, subagent events, or continuation requests. The change preserves other ambient subagents because it requires monitor_ws.

Explanation
The supplied scope contains one adapter change and one focused test. The adapter filters only ambient monitor_ws watcher frames. The test verifies the linked artifact-watcher behavior. No unrelated change is identified.

The test queues only task_started, so it does not exercise the separate filtering path for later frames. Add provider-shaped task_updated and task_notification frames with the same top-level task_id before the result frame. The existing assertions can then detect if either frame reaches routing.

Extend the “does not keep the thread busy for Claude's ambient artifact watch”
test to cover later watcher frames: enqueue provider-shaped task_updated and
task_notification messages with WATCH_TASK_ID before the result frame. Keep the
existing routing and pending-work assertions so they verify neither frame is
routed as subagent activity nor leaves background work pending.
… frames
Drop the ambient task id on its task_notification so long sessions do not
keep every finished watcher. The test now sends the watcher's progress,
update and notification frames during a later turn, the path that would
otherwise create a running subagent.

Provide the required McpProviderSessions layer.
This test supplies only IdAllocator.layer and NodeServices.layer, but its Effect requires McpProviderSessions. CI fails with Service not found: @t3tools/provider-core/server/McpProviderSessions, and TypeScript reports the missing Effect context. Add the required test layer at this provision boundary, or remove the dependency from the harness.

Update the test’s Effect.provide boundary to satisfy its McpProviderSessions
requirement by adding the established test layer; alternatively, remove that
dependency from the harness if it is not needed. Preserve the existing
IdAllocator.layer and NodeServices.layer provisions.
