fix(github): show merge queue status across clients - #28884
After GitHub adds a PR to its merge queue, T3 Code still shows it as Open or Approved and can offer another merge. Passing checks on the PR head also appear without a label distinguishing them from merge-group checks.
Change
Read GitHub queue membership and carry it through shared contracts and thread snapshots to web, desktop, and mobile. Queued PRs show an amber Queued status across lists, linked PRs, detail views, and composer context. Leaving the queue restores the normal status; Merged and Closed take precedence.
Disable duplicate merge actions and revalidate membership before individual or stack merges. Queued PRs retain Fix for known failing PR checks. Detailed stacks fetch membership for open layers even without saved thread links; failed queue enrichment preserves the stack and leaves membership unknown. Existing checks are labeled PR checks. Older GitHub Enterprise Server queries omit the new field. Queue membership also survives PR checkout resolution and is available to agents through list_thread_pull_requests, with null for unknown or unsupported membership.
Scope and approval
Addresses the queue-status gap documented in #12499. The maintainer triage confirms the missing state and outlines optional queue membership with an amber Queued presentation. The contract, sync, client, and merge-action changes keep that state consistent across the existing PR workflow.
Fetching and displaying merge-group workflow checks is outside this PR's scope.
Verification
vp run check:changed upstream/main after rebasing onto 9bcf75335f9b: formatting, lint, unused-code checks, generated GraphQL, all 35 affected package typechecks, and React Compiler passed. The test stage reported 1,342 passed and the same two pre-existing Windows device-session grader failures, previously reproduced with the upstream test file.
The four mobile PR-action tests pass after conflict resolution, covering both queued and conflicting PRs. Queue-sync regressions and all 39 queue-grading controls pass, including direct membership values, capitalization, negations, unrelated fields, and cross-PR controls. The three stack-menu browser tests also pass, and the queue eval case validates in dry run.
Regression coverage includes queue entry and removal, unknown-to-false observations, sync notifications, stack-read failure and retry, capitalized status labels and negations, warmed-cache merge guards, unlinked native stack layers, composer metadata, and Enterprise query stripping.
Full-app captures compare upstream main 1db31d0ea138 with patched revision dbb2c234b. GitHub GraphQL and REST responses are synthetic and intercepted at the server network boundary; production API decoding, thread sync, and client UI run normally. Replay (dev) supplies the chat transcript. No company repositories, credentials, or real task data appear in the images.
The queued PR loses its duplicate merge action. Removing it from the queue restores Merge. A queued lower stack layer blocks Merge stack for an open upper layer; all-queued stacks have the queued aggregate icon. Merged and Closed take precedence over a stale true queue flag.

After: the same PR resolution reports Queued.
Stack layers and aggregate status
Before: queued lower PR #1 is shown as Open and Merge stack is enabled for upper PR #2.
After: lower PR #1 is Queued; Merge stack is disabled with the queue explanation even though upper PR #2 is open.
After: both layers are Queued and the sidebar aggregate uses the queued icon.
Queue removal and terminal status
After queue removal: PR #1 returns to its normal open presentation and Merge is available.
Merged takes precedence over a stale true queue flag.
Closed takes precedence over a stale true queue flag.
The running server's list_thread_pull_requests tool returned this excerpt for synthetic PR #1 after the mocked GitHub response was synced:
These captures verify the web client. The Electron shell and native mobile UI were not visually tested, and live GitHub query cost was not measured.
The queue-interpretation model eval validates in dry run; live execution requires an eval provider configuration unavailable on this machine. The existing fleet case worlds survive decoding and reach the product-backed runner and R12 OWN-01 protects occupied panel sessions from selected and wildcard shutdowns grader failures reproduce with the upstream test file.
Implemented with GPT-6.1 Sol through the Codex harness in T3 Code.
Macroscope's review found this PR approvable — Queued GitHub pull requests gain consistent status across clients, and duplicate individual or stack merges are blocked with server-side checks. The change is limited to status propagation and protective action guards, with no product-default or permission expansion.

Walkthrough
The change adds optional merge-queue membership to pull-request data, carries it through GitHub, server, client, and thread state, presents queued status in mobile and web surfaces, and blocks merge-related actions for queued pull requests or stack layers.

Full details: Description check
Explanation
The description follows the repository template closely. It has Problem, Change, Scope and approval, and Verification sections. The Problem section states the gap: queued PRs show as Open or Approved and can offer another merge. The Change section lists the contract, sync, client, and merge-action updates across web, desktop, and mobile. Scope links issue #12499 and a maintainer triage comment, and it states that merge-group workflow checks are out of scope. Verification lists the commands run, the test counts, the eval dry run, and the screenshot evidence. It also names what was not checked: the Electron shell, native mobile UI, and live GitHub query cost. The template asks for a conventional commit title, and the PR title is given in the objectives as 'fix(github): show queued pull requests across clients', so that requirement is met. Two small gaps remain. The Verification section cites 1,342 passing tests, while the PR objectives cite 1,327. The two sources disagree on the count, and the description should be checked against the actual run. The description also names two failing graders, but they are described differently in the two places (device-session on Windows versus the fleet and R12 OWN-01 graders). Those inconsistencies do not make the description largely incomplete. The overall description is mostly complete and meets the pass threshold.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
The reader builds a new GraphQL client and resolver on every call.
GitHubPullRequestApi.make already builds a client from PullRequestGraphQLGroup. That group includes PullRequestBatchesGraphQLGroup, so client.PullRequestQueueMembership is available there. This function rebuilds the client, its layer, and the resolver on each invocation. Its two callers (getPullRequestStack and the stack-action path) also have to provide GitHubRequestPolicy and HttpClient by hand.
Build the resolver once in the owning service. Expose the reader as a method on that service, or pass the resolver in. This avoids per-call construction and the manual provideService wiring.
As per path instructions: "Compose a shared resource once in an application-owned layer and provide its context to integration runtimes."

The additional, unverified client/resolver allocation suggestion is deferred. Both callers continue to provide their service-owned HTTP client and request policy. Moving resolver ownership across stack reads and mutations would be a separate refactor; I kept this PR focused on queue status and protective actions.

Compared github/main at e0f69e9ea4 with the exact contributor head 873a66250c8a1cf801e88e786c04efb60adf4451 on Linux. Ran vp i in each checkout and one background dev server at a time. Drove the web app with repository Playwright and /usr/bin/google-chrome. Created projects through the app and submitted real Codex gpt-6.1-sol turns through the composer. No mocked GitHub responses, fixtures, demo data, or Replay provider.
Codex linked this PR and called list_thread_pull_requests on both versions. Main omitted queue membership; this head returned inMergeQueue: false, matching live GitHub GraphQL.
The same PR's checks popover changed from "All checks have passed" to "PR checks". Its 21 passing and 7 skipped check results remained available. The unqueued PR retained its normal open status and Merge action; no merge was attempted.
325 focused existing tests across seven files passed on a dedicated Blacksmith worker, covering GitHub API/provider decoding, GraphQL compatibility, queue synchronization, MCP results, web action logic, and mobile action logic. The existing head CI has no failing or pending checks. No source changes were made.
The primary queued-state scenario remains unverified. Live GitHub GraphQL returned repository.mergeQueue: null for this repository and isInMergeQueue: false for this PR. I could not reproduce the original queued-state bug on main or exercise queue entry, queue removal, queued status across all surfaces, stale-client duplicate-merge rejection, queued failing-check Fix actions, or queued stack guards without synthetic data or changing remote repository/PR state. No queue settings, merge actions, labels, or other PRs were changed.
Native iOS/Android clients, the Electron shell, macOS/Windows behavior, GitHub Enterprise compatibility, and relay/tunnel connections were not exercised on this Linux VM. Passing tests and the unqueued live path do not prove the queued-state behavior.
Interaction-video capture was unsuccessful: isolated recording contexts could not expose the same checks control, Playwright screenshot capture on the working tab timed out after 30 seconds, and direct Chromium capture stalled. Failed clips were discarded. The before/after screenshots above were captured earlier, inspected at full size, and their uploaded images reopened successfully. Reload persistence and interactive video evidence remain unverified.
