Remove the shared Grok validation bypass.

validateModelSelection returns whenever flavor.applyModelSelection exists. Grok defines that callback, so an explicit unavailable model bypasses the catalog check.

For legacy sessions, the selection reaches setSessionModel without AcpModelSelectionError; only if the agent accepts that model write can inference proceed. For modern sessions, an unchanged selection whose catalog entry was removed bypasses the per-turn check and can still reach prompt dispatch. The agent may use a different model, so this does not establish which model ultimately runs.

Use an explicit provider policy instead of the callback-presence check. Keep FX's bypass, Grok's grok-build product default, default, auto, and configured custom IDs. Compare custom IDs after trimming only. Do not pass provider-owned custom identifiers through Grok's provider-alias expansion.
